RABID RACCOONS BRINGS WARNINGS ACCROSS NEW YORK CITY

The headline above ran on Drudge today. My question is, just how were the rabid raccoons warning people, and who bit the raccoons in the first place causing them to come down with this dread disease? Perhaps it was the rats.
